Can I give end-users the ability to create their own custom queries or reports?

No. After a database has been secured, only the developer can have the ability to create or modify database objects. By using the Search & Reporting tool supplied with the toolkit the developer can create search queries for the end users to use that will provide the functionality that most require to select custom data.
