Why does every user require a login?

There are several reasons why each user should be uniquely identified:

1. So that user usage can be tracked.

2. So that audit trails recorded and record deletions are correctly identified by the user making the changes.

3. So that logged events properly identify who was using the program when the event occurred.

4. When record signing is used, the user performing the signing is correctly identified.
